Rodrigo Duterte was arrested at Manila's Ninoy Aquino International Airport on March 11, 2025, following an International Criminal Court (ICC) warrant for crimes against humanity related to his controversial war on drugs campaign.

The 79-year-old former Philippine president was detained upon returning from Hong Kong, where he had been campaigning for upcoming midterm elections. While cooperative during arrest, Duterte questioned its legitimacy, stating: "What crime have I committed? I did everything in my time for peace and a peaceful life for the Filipino people."

The ICC charges stem from Duterte's drug war (2016-2022) that resulted in over 6,000 official deaths, with rights groups estimating tens of thousands more from extrajudicial killings. The investigation covers alleged violations from November 2011 (when Duterte was Davao mayor) through March 2019 (Philippines' ICC withdrawal).

Despite the Philippines' withdrawal from ICC in 2019, the court maintained jurisdiction over crimes committed before withdrawal. Current President Ferdinand Marcos Jr., initially resistant to ICC cooperation, has recently shifted his stance amid growing tensions with the Duterte family.

Duterte's supporters denounce the arrest as unlawful, claiming ICC lacks jurisdiction over the Philippines. However, human rights advocates celebrate it as a milestone for justice, with ICHRP Chairperson Peter Murphy noting, "The arc of the moral universe is long, but today, it has bent towards justice."

Next steps include:

  • Extradition hearing for trial in The Hague
  • Possible appeals challenging ICC authority
  • Potential political intervention from allies

The case marks the first potential ICC trial of a Philippine leader, with hearings scheduled for March 20-21. The outcome will determine whether Duterte faces international prosecution or finds protection through political allies.

The arrest has sparked nationwide reactions, with human rights groups celebrating while Duterte's supporters, who credit him for reducing crime, stage protests. The case's resolution could set precedent for international justice in Southeast Asia.
